About this opportunity

The Town of North Hempstead Department of Finance is requesting sealed bids for boiler maintenance, servicing, and replacement services across 28 municipal facilities, with bids due October 14, 2026 at 11:00 a.m. at Town Hall Purchasing Division, 220 Plandome Road, Manhasset, New York. This is a requirements contract with no minimum mandatory purchases.

Scope covers maintenance visits (approximately once per year), emergency response within four hours, non-emergency service calls, and new installations for hot water heating systems, steam systems, hydronic systems, boilers, burners, pumps, heat exchangers, automatic controls, gas-fired pool heaters, Modine heaters, and gas/electric/oil-fired water heaters across Town Hall locations, Department of Public Works facilities, parks, community centers, golf courses, and the animal shelter, with potential expansion to additional facilities at the Town's discretion. New York State prevailing wage requirements apply (PRC #2026027044), with certified payrolls required for all invoices.

Pricing is based on hourly rates for steamfitters, sheet metal workers, electricians, and plumbers; contractors must bid 15 percent above certified costs for parts and equipment and 10 percent above certified invoices for approved subcontractors. A flat fee for project estimates must be provided; estimates are compensable at the mechanic's rate only if the contractor is not awarded the job. All work requires detailed cost estimates before commencement. Subcontracting is prohibited without prior Town approval and is capped at 10 percent markup above certified invoices.

The contract term is two years from December 6, 2026, with options to renew for two additional one-year periods and potential extensions up to 90 days at the Town's sole discretion. Energy Mechanical is identified as a business enterprise previously awarded an identical or substantially similar contract. The Town reserves the right to award the contract in whole or in part, designate primary and secondary vendors, or reject all bids.
