About this opportunity
The Town of North Hempstead Department of Public Safety is requesting proposals for veterinary services to support the Town's Animal Shelter under RFP TNH001R-2026, with proposals due July 21, 2026 at 11:00 a.m. and anticipated vendor selection by August 12, 2026.
The scope covers routine and emergency veterinary services for approximately 150–300 canine animals annually, including general health program supervision, office visits, consultations, surgeries, euthanasia, rabies vaccination clinics, spay/neuter procedures, emergency care, court testimony for animal cruelty cases, and discharge reporting. The selected vendor must be New York State licensed, located within ten miles of the Animal Shelter, and staffed to provide up to four hours per week of on-site services during normal business hours (8:30 a.m. to 4:30 p.m., Monday through Saturday). Vendors must demonstrate at least seven years of industry experience and carry comprehensive general liability insurance with $1,000,000 per occurrence and $2,000,000 aggregate limits naming the Town as additional insured, plus workers' compensation and disability insurance.
The Town anticipates executing a two-year agreement with options to renew for two additional one-year terms under identical terms and conditions. Proposers may submit pricing on an hourly or flat-rate basis with not-to-exceed amounts for defined projects; no specific fee structure is established. Evaluation emphasizes fee proposal (30 points) and proposal substance (30 points), followed by relevant experience (20 points), vendor size and staffing (10 points), and technical proposal completion (10 points). The Town offers potential bonuses of 5 points for MWBE/SDVOB certification and 5 points for local Nassau County business status. Port Washington Animal Hospital held an identical or substantially similar contract within the past five years. Proposers must provide three references including at least one municipal reference.
