Evaluation criteria (100 points total) include conflict-of-interest management (10 points), Monthly Management Report templates (15 points), instructional materials planning and invoice templates (10 points), service flexibility (10 points), well-rounded educational offerings (10 points), Title IV regulatory understanding (10 points), activity implementation plans (10 points), technology integration (5 points), and DBE participation at 35 percent (10 points). All awarded vendors must complete background checks for employees, comply with EDGAR requirements, maintain errors-and-omissions liability insurance of at least $1 million, and submit to random audits of fiscal and programmatic components.
A virtual pre-proposal meeting is scheduled for Friday, September 4, 2026, at 12:00 p.m. CST. Questions are due by 4:00 p.m. on Wednesday, September 9, 2026. Oral presentations for top-ranked proposers (two to four firms) are scheduled for September 30 through October 1, 2026.
