About this opportunity

Orleans Parish School Board is requesting proposals for Title II professional development services for non-public schools under RFP 27-0030, with proposals due September 22, 2026 and a virtual pre-proposal meeting on September 4. A Disadvantaged Business Enterprise (DBE) participation goal of 35% applies.

The scope encompasses professional development services for eligible non-public school teachers and administrators across approximately 53 non-public schools serving an anticipated student enrollment of approximately 13,242 for the 2026-2027 school year. Services are designed to improve teacher and principal quality and increase student academic achievement. Vendors must submit detailed pricing structures separating direct professional development service costs from administrative fees (supervisory salaries, clerical support, travel, office expenses, and profit). All services and funding are subject to Title II Part A of the Every Student Succeeds Act (ESSA), Eisenhower Professional Development requirements, and Education Department General Administrative Regulations (EDGAR).

The initial Title II fund allocation for fiscal year 2026-2027 is $107,448, which will guide service delivery pricing, though final allocations will be communicated after contract execution. The contract term begins upon execution and extends through June 30, 2027, with options to renew for two additional one-year periods. Payment is Net 30 following monthly invoice approval and compliance with monthly management reporting requirements. OPSB reserves the right to award the contract to multiple vendors, permitting non-public schools to select their preferred provider.

Evaluation is scored on 100 total points: cost (10 points), conflict of interest management and fee structure (10 points), monthly management reporting capability (15 points), instructional materials planning (10 points), service flexibility (10 points), documented student achievement data (10 points), professional development program vision (10 points), professional development service offerings (15 points), and DBE participation (10 points). The RFP emphasizes lowest administrative fees, service flexibility, and efficient use of federal funds. Questions are due September 9 at 4:00 p.m. (CST). The final addendum will be issued no later than September 15. Oral presentations for the top 2–4 firms are scheduled September 30 through October 1.
