About this opportunity

The State of Connecticut Department of Administrative Services (DAS) is requesting bids on tire disposal services for Department of Transportation locations statewide under ITB 26PSX0167, with bids due September 17, 2026 at 2:00 p.m. EDT and questions due August 25 at noon EDT.

The scope covers disposal of tires, rims, and tire parts across multiple DOT facilities throughout Connecticut. Quantities are estimated only and do not represent a commitment; actual volumes will be identified on individual purchase orders issued by state entities. Respondents must provide three references from separate organizations describing fulfillment of past contract obligations and experience delivering similar tire-disposal services.

The contract term runs from January 1, 2027 through December 31, 2030, with DAS retaining discretionary right to extend for additional terms not to exceed four years. FOB Destination applies with vendor-specified payment terms. Invoices are due only after the client agency accepts delivered services, with payment due within forty-five days of acceptance (or twenty-five days if the contractor is a certified small contractor or minority business enterprise). All payments are made via electronic funds transfer (ACH or State Purchasing Card Program).

The contractor must maintain commercial general liability insurance of at least $1 million per occurrence and $2 million aggregate, automobile liability coverage of $1 million combined single limit, and workers' compensation insurance compliant with Connecticut law. Standard state compliance requirements apply: nondiscrimination affirmations, consulting agreement and campaign contribution certifications, OSHA compliance disclosures, debarment and Iran sanctions certifications. State of Connecticut is exempt from excise, transportation, and sales taxes, which must not be included in bid prices.

Award will be made to the lowest responsible qualified respondent based on pricing as the primary factor, followed by past performance. All responses must be submitted electronically through CTsource; paper, email, telephone, or facsimile submissions are rejected. Answers to questions will be posted as an addendum on or about August 28, 2026. The previous contract award (17PSX0134) is being replaced in part or in total.
