About this opportunity
Pierce County, Washington is issuing an RFI on tiny home village site development and non-congregate transitional housing, with responses due September 30, 2026 at 2:00 p.m. This is an information-gathering exercise only; responses will not be scored or ranked, and submission does not obligate the County to issue a future solicitation, award a contract, or provide funding.
The RFI seeks planning-level information from developers on capacity to identify, plan, and develop housing sites throughout Pierce County (incorporated and unincorporated areas). The County is interested in projects ranging from approximately 5 to 10 units on the smaller end to larger villages of 25 to 60 units. Pierce County is exploring multiple development pathways: respondents providing the site; the County providing property for development; joint site identification and development partnerships; or component-based development partnerships. Respondents are not required to provide ongoing housing operations or supportive services but are encouraged to identify such capabilities if available.
Potential sites should include necessary infrastructure — potable water, sanitary sewer, electrical service, hygiene facilities, laundry, kitchen space, community areas, emergency access, security, lighting, fencing, and waste collection. The County prefers sites with reasonable access to public transportation, retail services, healthcare, behavioral health services, and employment opportunities. The RFI explicitly states that detailed designs, engineering, cost estimates, or site studies are not expected; respondents should provide information readily available based on their experience and professional judgment.
Submissions must be made electronically through the Pierce County eProcurement Portal at https://secure.procurenow.com/portal/piercecountywa. Questions are due September 23, 2026 at 4:30 p.m. No pre-bid meetings or site visits are specified. Funding sources and amounts are not specified in this RFI.
