About this opportunity

Pierce County, Washington is issuing an RFI on tiny home village operations and supportive services for non-congregate transitional housing, with responses due September 30, 2026 at 2:00 p.m. through the County's eProcurement Portal. This is an informational vehicle, not a competitive solicitation — responses will not be scored, ranked, or evaluated competitively, and participation provides no advantage or disadvantage in any future procurement.

The County seeks to understand organizational capacity to manage and operate tiny home villages serving individuals experiencing homelessness, including day-to-day site operations, property management, security, maintenance, and coordinated supportive services such as case management, housing navigation, behavioral health services, substance use disorder treatment, reentry services, employment assistance, and benefits enrollment. Target project scope ranges from approximately five to 60 units with preference for sites with reasonable access to public transportation and community resources.

Respondents should address the populations they are equipped to serve, operating and service models they could provide, the scale at which those models are feasible, anticipated costs and funding sources, and conditions necessary for successful operation. Development capacity is optional — respondents may describe development roles they could perform directly or through partnerships, including site identification, development of County-provided property, or participation in development teams. The County is exploring whether an integrated development and operations model could create additional opportunities and better align site development with population needs, operating model, and supportive services.

The County welcomes responses from housing and homeless service providers, behavioral health organizations, workforce development entities, justice-involved service providers, faith-based organizations, Tribal organizations, and public agencies. The RFI is low-effort; the County does not expect detailed designs, engineering studies, formal cost estimates, or fully developed program plans. Questions are due September 23, 2026. Responses may be subject to public disclosure. A separate RFI for site identification and development only is available for organizations interested exclusively in that role.

Opportunity text

Pierce County is issuing this RFI to better understand the capacity of organizations or project teams to manage and operate tiny home villages and other non-congregate transitional housing and provide or coordinate supportive services for residents. The County wants to understand the populations respondents are equipped to serve, the operating and service models they could provide, the scale at which those models are feasible, anticipated costs and funding sources, and the conditions necessary for successful operation.

The County is also interested in identifying respondents that have the capacity or interest, either directly or through partnerships, to participate in site identification and development. Development capacity is not required to respond to this RFI. Respondents with development capabilities will have an opportunity to describe the development roles they could perform, including providing or identifying a site, developing County-provided property, or participating as part of a development team.

Through this RFI, the County also wants to explore whether an integrated development and operations model could create additional opportunities to establish non-congregate transitional housing and better align site development with the needs of the population, operating model, and supportive services.
