About this opportunity
The Idaho Department of Health and Welfare, Division of Child, Youth, and Family Services, Early Learning Development is issuing a Request for Information on technological solutions for time, attendance, and copayment tracking in child care programs, with responses due October 30, 2026 at 5:00 p.m. Mountain Time. This is market research only; no contract will be awarded from RFI responses, and a follow-on Request for Proposal is anticipated.
The Department seeks information on child care management software that supports time and attendance data collection, copayment verification and collection, fraud prevention, reporting, and business management tools including billing, scheduling, accounting, and enrollment management. Solutions must integrate with the Department's existing child care management database, support Idaho-specific program requirements, and enable data-driven decision-making through real-time capacity dashboards and market rate studies. A critical technical requirement is accessibility to rural and remote providers with limited technology and connectivity, including those relying solely on smartphone internet access.
Respondents should provide company background, relevant experience with child care management systems, capabilities, lessons learned, and cost estimates for one-time and ongoing services, including implementation timelines and potential volume discounts. All submitted materials become property of the Department and are subject to disclosure under the Idaho Public Records Act; vendors may designate trade secrets with proper documentation, though pricing is not considered proprietary and will not receive trade-secret protection.
Responses should be submitted via email to Gabriel.Abbe@dhw.idaho.gov. No funding amount or contract term has been established at this stage. The Department intends to use RFI responses to refine requirements for a potential future solicitation, establish project budgets, and identify interested vendors.
