About this opportunity

The Florida Department of Agriculture and Consumer Services (FDACS) is pursuing a single-source procurement with the Three Rivers Resource Conservation and Development Council for agricultural support services in Northwest Florida. This opportunity covers seven counties, including Escambia County, and is specifically focused on implementing the 2016 Water Initiative Act. The contract will run from execution through June 30, 2026, with the primary objectives of updating Best Management Practices (BMPs) manuals and providing cost-share assistance to agricultural producers. Specific deliverables include coordinating with BMP technicians, assisting agricultural producers with program enrollment, conducting implementation assurance visits, issuing cost-share payments, and submitting quarterly and closeout reports. The procurement notice was posted on May 12, 2025, with a final date for receiving information from potential vendors set for June 3, 2025. FDACS has determined that the Three Rivers Resource Conservation & Development Council is the sole vendor meeting the specific program and design requirements for these services.

The procurement appears to be exclusively targeted at the Three Rivers Resource Conservation and Development Council, with no explicit set-aside designations or opportunities for other disadvantaged enterprises. No alternative vendors are mentioned as potential competitors or incumbents. The estimated contract value is $330,000.00, which represents the budget range for the agricultural support services across the specified Northwest Florida counties. The procurement is being conducted as a statutorily mandated fifteen business day advertisement of an intended single-source procurement. Prospective vendors who believe they can provide comparable commodities or contractual services are invited to provide relevant information to the contact person listed in the advertisement. If FDACS determines after reviewing potential vendor information that the services are indeed available only from a single source, they will post a notice of intended agreement on the Vendor Information Portal pursuant to Section 120.57(3) of Florida Statutes.
