About this opportunity

The North Carolina Department of Health and Human Services, Division of Health Benefits, is issuing RFI 30-2026-041-DHB on third-party software embedded in large, complex Medicaid technology solutions, with responses due July 24, 2026 at 2:00 p.m. via the Ariba Sourcing Tool. This is a market-survey phase only and does not constitute an offer or guarantee of future contract award.

The State seeks vendor input on best practices for licensing and transferability of third-party software components within overarching applications developed by external vendors. Respondents must address nine substantive questions organized under four categories: License Transferability, Legal Terms and Conditions, Pricing Continuity, and General Recommendations. The scope includes mechanisms and strategies to ensure seamless transfer and continued use of embedded third-party licenses across state Medicaid initiatives.

Submissions are limited to ten pages and must include company background and documented experience with similar implementations in state Medicaid programs. Respondents must provide both unredacted and redacted versions, with redactions designating proprietary or confidential information in accordance with North Carolina General Statutes Chapter 132. The RFI is classified under Commodity Number 811620 (Cloud-based Software as a Service).

The State retains all rights to submitted materials and reserves the ability to use ideas, approaches, and combinations of concepts from multiple respondents in developing future solicitations. No pricing terms or funding amounts are established in this RFI phase. The State does not commit to issuing a subsequent procurement based on RFI responses.
