About this opportunity
The Maryland Stadium Authority is soliciting proposals for testing and inspection services for the Baltimore Polytechnic Institute and Western High School renovation project at 1400 W Cold Spring Lane, Baltimore, with proposals due August 6, 2026 at 1:00 p.m. local time. An overall Minority Business Enterprise participation goal of 10% applies with no subgoals.
The scope encompasses testing and inspection across eleven disciplines: earthwork and soils, asphalt, erosion and sediment control, concrete, masonry, steel, roofing, fireproofing and fire-resistant materials, waterproofing, windows and skylights, and painting. The contractor must provide qualified personnel available on 24-hour notice, maintain consistent onsite inspector presence with certifications in soils, asphalt, concrete, rebar, and masonry, attend pre-installation and construction meetings, coordinate inspection sequences to avoid construction delays, and prepare non-conformance reports and deficiency notices within one day of site visits. Personnel must maintain direct communication with the contractor's office and the Construction Manager. A final inspection report is required upon completion.
Offerors must demonstrate a minimum of five years of experience as a prime contractor providing testing and inspection services across all eleven specified disciplines and must hold Maryland licensure. The RFP requires a competitive sealed proposals process with technical proposals weighted more heavily than financial proposals. The Financial Proposal must be submitted on provided forms without amendments or alterations. All offerors must submit required affidavits including Bid/Proposal Affidavit, Conflict of Interest Affidavit, and MBE Utilization and Fair Solicitation Affidavit. Offeror insurance certifications must comply with the Sample Contract requirements.
The contract will be awarded on a not-to-exceed basis including an owner's contingency at the Maryland Stadium Authority's sole discretion and will extend for the period necessary to complete the scope of work. Proposals remain irrevocable for 180 days following the closing date. Contract award is subject to approval by the MSA Board of Directors. The pre-proposal conference question deadline is July 23, 2026 at 11:00 a.m. local time.
