About this opportunity
The Texas Department of Public Safety is requesting bids on grounds maintenance services at its headquarters facility in Terrell, Texas, under IFB 405-26R0016911, with bids due July 31, 2026 at 5:00 P.M. Central Time and a non-mandatory pre-bid site visit on July 17, 2026 at 12:00 P.M. A VetHUB subcontracting plan is mandatory for all respondents; vendors valued at $100,000 or more must demonstrate good faith efforts to recruit Texas Comptroller-certified Veteran Heroes United in Business subcontractors.
The scope covers approximately 4 acres at 111 Tejas Drive, Terrell, Texas 75160, with lawn maintenance including mowing (maximum 26 times per 12-month period, grass height no more than three inches), edging curbs and sidewalks at each mowing, trimming and pruning bushes and shrubs, weed removal by chemical and non-chemical methods, and debris removal. Periodic services—weed-killer application (up to three times per year), fertilization and winterization (up to two times per year), and pre- and post-emergent treatments (up to two times per year)—may be requested by the DPS Contract Monitor. The contractor must provide all labor, equipment, tools, and supplies; submit a signed Grounds Care Checklist after each service visit (required for payment); meet with the Contract Monitor before or within 30 days of commencing work; and report and repair any property damage within two weeks at no cost to DPS. Monthly invoices must be submitted by the fifth of each month and include the purchase order number.
The contract term is five years from September 1, 2026 through August 31, 2031, with no optional renewal periods. DPS guarantees no minimum compensation and will authorize payment only after the Contract Monitor approves service acceptance. Bidders must submit evidence of financial resources, including audited financial statements for the previous two years or equivalent documentation such as a Dun & Bradstreet report. Questions are due July 22, 2026, with responses anticipated by July 27, 2026. Contract award is anticipated August 7, 2026. Bidders must submit pricing on the Mandatory Pricing Schedule via email to DPS_Solicit_Response@dps.texas.gov or the DPS Online Bid Room. DPS evaluates responses on best-value criteria, including past performance measured through the Vendor Performance Tracking System.
