The project is federally funded through the Airport Improvements Program and subject to Buy American preferences under 49 USC 50101 and Disadvantaged Business Enterprise requirements under 49 CFR Part 26, though no specific DBE goal has been established pending FAA guidance.

The scope encompasses replacement of existing roofing on the Main Terminal, Atrium, and Concourse D; replacement of existing air handling units on Concourse C; removal of abandoned mechanical equipment and support structures; and associated ancillary work. Day-time work is supplemented by nighttime material deliveries and debris removal. The bid includes a base bid with 17 additive and deductive alternates covering abandoned electrical conduit removal, chiller removal, equipment relocation, roof drain replacement, deck repairs, fasteners, concrete replacement, and sealant work.

Contract time is 780 calendar days from Notice to Proceed, with final completion required no later than 90 calendar days after substantial completion. Liquidated damages are $2,000 per calendar day for failure to achieve either substantial or final completion. Bid security of 5 percent of the base bid is required as cashier's check, certified check, money order, or bid bond. Performance and payment bonds equal to the contract sum are required. Contractors must comply with North Carolina licensing requirements, E-Verify, and state divestment list certifications. Registration for the mandatory site tour is due by July 27, 2026, at 8:00 AM ET. Sealed bids are submitted electronically through the Bid Portal via Microsoft Teams. Eligible North Carolina sales and use taxes are reimbursed separately; non-eligible taxes must be included in the bid price.
