About this opportunity

The Rivanna Water & Sewer Authority and the Rivanna Solid Waste Authority are requesting proposals for professional dam engineering consulting services with a proposal due date of May 18, 2026 at 3:00 PM local time. The Authority intends to award term contracts to one or more qualified firms, with a maximum of three firms receiving concurrent term contracts at the Authority's discretion.

Proposers must be licensed to perform professional engineering services in Virginia and maintain comprehensive general liability insurance with minimum limits of $2 million, professional liability insurance with minimum limits of $5 million, and workers' compensation insurance per Virginia statutory requirements. These are prerequisite eligibility filters.

The scope encompasses engineering consulting services for nine dams and ancillary structures owned or operated by the Authority, including high-hazard dams (South Rivanna, Sugar Hollow, Ragged Mountain, and Beaver Creek) and lower-hazard impounding structures. Services include evaluations, needs assessments, design work, permitting, field inspections, cost estimation, stability analyses, hydrologic and hydraulic studies, flood inundation mapping, condition assessments, construction oversight, and operations and maintenance manual revisions.

The initial contract term runs August 1, 2026 through July 31, 2027, with three optional successive one-year renewals for a maximum total term of four years. Compensation is determined through negotiated labor rates for various engineering classifications and disciplines, with work performed on either a lump-sum or time-and-materials basis as specified in individual work authorizations. Pricing for the initial term is fixed; each renewal term is subject to a price adjustment not exceeding 2 percent based on the April CPI-U. Total compensation for all work authorizations within a one-year term shall not exceed limits defined in Section 2.2-4303.1 of the Virginia Public Procurement Act.

The Authority will conduct interviews with short-listed firms between May 25 and May 28, 2026, and issue a Notice of Award on June 23, 2026. Questions are due May 7, 2026. The Authority may terminate with 30 days' notice for cause or 90 days' notice for any reason.
