About this opportunity
The Florida Fish and Wildlife Conservation Commission is requesting bids on site preparation and restoration services at Telogia Creek Wildlife Management Area in Liberty County, with bids due October 19, 2026 at 3:00 p.m. ET and a mandatory pre-bid conference and site visit on October 2 at 10:00 a.m. ET.
The scope encompasses stumping, raking, piling, and burning across two distinct project types — pine plantation clearcuts (Project 1) and planted sand pine stands (Project 2) — at multiple locations within the WMA. Vendors must submit separate per-acre pricing for each project type, with pricing to include all labor, equipment, supplies, materials, and fuel. Payment is based on actual acres treated as verified by GPS and GIS software. A certified pile burner from the Florida Forest Service must supervise all burning operations, and a UTV with at least 50 gallons of water must be on site during burn activities. Work must be completed and invoiced by June 15, 2027, with partial payment permitted once all piles have been burned and final grading is complete.
The contract term is one year from Purchase Order issuance, with the Commission retaining the option to renew on a yearly basis for up to two additional years under the same terms and conditions; vendors must submit pricing for each potential renewal year. The award goes to the lowest combined bid price for both projects.
Vendors must maintain workers' compensation insurance (if employing more than four employees), automobile insurance, and general liability and property damage insurance; register with MyFloridaMarketPlace and Sunbiz (if required by entity type) prior to bid opening; provide a minimum of three project references; and comply with all federal, state, and local environmental guidelines, Best Management Practices, and permit requirements applicable to sandhill, pine flatwoods, and wetland plant communities. A liquidated damages provision of $100 per calendar day applies for work not completed by the specified date, except for delays beyond the contractor's control. Written questions are due October 7 at 5:00 p.m. ET, with responses posted by October 12.
