About this opportunity
Westchester Medical Center Health Network is requesting proposals for managed Unified Communications as a Service (UCaaS) providing telecommunications infrastructure across its nine-hospital system, with proposals due October 5, 2026 at 4:00 PM Eastern and a Letter of Intent due September 17, 2026.
The scope encompasses approximately 11,901 hard phones, 522 soft phones, 1,533 patient room phones, and 838 phones in public and treatment spaces distributed across eight acute care facilities. Services include voice, voicemail, call recording, call accounting and reporting, e911, collaboration tools, native mobile clients (iOS and Android), and fax/efax capabilities. The vendor must supply installation, professional services, training, and ongoing managed services support via a dedicated Technical Account Manager. WMCHealth operates under a Bring Your Own Carrier model with 55 toll-free inbound lines and 21,025 direct inward dial numbers that the vendor will maintain. Technical integrations required include Active Directory, Single Sign-On, workflow automation platforms, overhead paging, emergency communication systems, and contact center functionality with generative AI integration to the hospital Electronic Medical Record system.
The contract structure spans three WMCHealth entities: Westchester County Health Care Corporation (Valhalla and MidHudson facilities), Bon Secours Charity Health System, Inc. (Good Samaritan, Bon Secours Community, and St. Anthony hospitals), and HealthAlliance of the Hudson Valley (Broadway Campus). The initial term runs one year with automatic renewal for up to four additional one-year periods; either party may terminate without cause upon 60 days' notice or for cause upon 30 days' notice following material breach. Tentative contract start is January 1, 2027. Payment terms are net 90 days from invoice receipt.
WMCHealth will evaluate proposals using best value analysis, weighing customer service focus, proven track record, scope capability, references, and fee proposal rather than lowest cost alone. The vendor must carry general liability ($5 million), professional liability ($2 million), cyber liability ($5 million), and workers' compensation insurance. Questions are due September 21, 2026. No incumbent is identified, and no specific contract value is disclosed.
