About this opportunity
The State University of New York at Binghamton, Cobleskill, Delhi, Morrisville, and Oneonta is soliciting proposals for proprietary electronic library resources, databases, journals, eBooks, and digital archives for fiscal year 2026/2027, with proposals due July 20, 2026. This is a continuation procurement under New York State Education Law 355(S)(b) using discretionary authority; no sealed bid will be held. Interested vendors must contact the designated University contact within 15 business days of the June 29 notice. No set-asides apply — SDVOB, MBE, WBE, and DBE goals are all 0.00%.
The libraries acquire these resources through consortium memberships (including LYRASIS, NERL, and others) that negotiate favorable multi-year contracts and establish yearly subscription rates with publishers and vendors. Payment flows directly from the libraries to the identified publisher or provider under consortium agreements. The solicitation covers hundreds of electronic resources from major suppliers including EBSCO, Elsevier, ProQuest, Springer Nature, and De Gruyter-Brill, among many others. The contract term is the single fiscal year 2026/2027.
The attached FY2627 Library Contract Reporter document lists all current resources by vendor and identifies business enterprises that held identical or substantially similar contracts within the past five years, indicating these are primarily incumbent continuation awards. Vendors proposing identical or substantially similar products to those currently in use should reference the reporter document and contact information for each campus.
