About this opportunity

This state contracting opportunity from the New York State Energy Research and Development Authority (NYSERDA) provides technical assistance funding to help rural electric cooperatives (COOPs), municipal electric utilities (MUNIs), and other small electric providers develop grid modernization projects. The funding will be used to hire technical consultants who can perform analyses to understand the impact of proposed projects, design processes to comply with Department of Energy (DOE) reporting requirements, and compile thorough applications for DOE funding. Eligible entities that do not seek funding for technical consulting can also apply for implementation project funding, up to a maximum of $200,000, as long as the projects are on the DOE's approved list. The opportunity is open until December 1, 2027 or until funds are exhausted.

This opportunity has no set-asides or subcontracting goals for minority-owned, women-owned, service-disabled veteran-owned, or disadvantaged businesses. There are also no listed incumbent vendors or current contractors. To be eligible, entities must sell no more than 4,000,000 MWh of electricity per year. The total budget or award value for this opportunity is not specified.

Technical Assistance Funding to Develop Grid Modernization Projects

NYSERDA's 15% cost share for DOE funding will be provided exclusively to MUNIs/COOPs to fund technical consultants that will assist them with performing technical analyses needed to understand the impact of their proposed project, designing a process to comply with DOE metrics reporting requirements should they receive funding, and compiling a well-rounded, thorough application for funding.

Also eligible entities who do not seek funding for technical consulting can apply to seek funding for implementation projects that fall under the approved list provided by the DOE so long as it does not cost more than the maximum amount of assistance that will be provided ($200k).
