About this opportunity

Eastern Connecticut State University is requesting proposals for on-call technical and administrative consulting support for the Student Learning and Licensure Watermark platform, with proposals due September 3, 2026 at 2:00 p.m. The engagement covers approximately 35 estimated hours during the Fall 2026 semester.

The scope includes template development for course activities, bulk uploads and assignment coordination for clinical binders, platform troubleshooting, collaboration with the Office of Educational and Clinical Experiences on technological integration, creation and maintenance of clinical applications and certification materials including state-required modules, and support for Title II annual reporting. The awardee must demonstrate expertise with the Student Learning and Licensure Watermark platform, experience supporting teacher certification application processes and Title II reporting, and availability to provide on-call consulting services.

Proposers must submit an hourly consulting rate and a not-to-exceed amount based on the 35-hour estimate. The hourly rate must include all ordinary costs associated with providing services unless otherwise specifically identified in the proposal and accepted by the University. The 35-hour estimate is not guaranteed; the University will pay only for services actually requested, performed, and accepted. Services exceeding the not-to-exceed amount require prior written authorization from the University.

The awarded consultant will execute a Personal Services Agreement prior to commencing work and may not begin services until the agreement is fully executed and the University provides authorization to proceed. The contract may be made available to constituent units of the state system of public higher education, subject to contractor approval. Proposals must be submitted electronically through the University bid portal. No pre-bid conferences or site visits are scheduled.
