About this opportunity
The State Foundation on Culture and the Arts (SFCA) in Hawaii is requesting proposals for a Teaching Artist Institute Coordinator to manage and implement professional development programming for teaching artists statewide, with proposals due October 10, 2026 at 2:00 p.m. Hawaii Standard Time.
The contractor must organize either one statewide convening of 60+ teaching artists over 2–3 days or three separate convenings on Maui, O'ahu, and Hawai'i Island with similar content and optional island-specific sessions. The institute focuses on the intersection of arts education and health in its second consecutive year. Responsibilities include promoting the institute, booking and coordinating interactive speakers and workshops, managing travel logistics and accommodations for speakers and roster teaching artists, and supporting all operational needs. The contract must cover travel, stay, and food for roster teaching artists, with ideally additional funds to support non-roster teaching artists' attendance.
Offerors must be incorporated in Hawaii, possess extensive experience coordinating statewide professional development for arts educators, demonstrate established relationships with teaching artists, and show demonstrated focus in arts and health. Proposals must include a minimum of three client references demonstrating similar service delivery experience. The contract commences October 18, 2026 and concludes June 30, 2027, with potential extensions up to six additional 12-month periods upon mutual agreement, structured as firm-fixed-price with no price adjustments and capped at a maximum of $50,000.
Evaluation criteria are management approach (50 points), past experience and examples (30 points), and price reasonableness and realism (20 points). The evaluation period runs October 10–17, 2026, with an anticipated award date of October 19, 2026. Contractors must maintain liability insurance with the State of Hawaii listed as additional insured, comply with all Hawaii employment and tax laws, and provide current certificates of compliance from the Department of Labor and Industrial Relations and Department of Commerce and Consumer Affairs. A mandatory 0.75% transaction fee (not to exceed $5,000) applies to awards. Proposals are submitted electronically through Hawaii Electronic Procurement System (HIePRO).
Opportunity text
The State Foundation on Culture and the Arts seeks to work with a contractor to manage and implement the Teaching Artist Institute in Hawai'i. The Teaching Artist Institute is a professional development opportunity for the teaching artists on the SFCA Artistic Teaching Partner Roster to fulfill their mandatory professional development hours annually. In addition, the Teaching Artist Institute is open to teaching artists not on the roster. The contract includes funding to cover travel, stay, and food at the institute for those on the roster, ideally with funds to help pay for those who aren't on the roster to attend. This professional development is specifically for teaching artists working in Hawai'i. It will be the contractor's duty to coordinate all aspects of the Teaching Artist Institute, including organizing and implementing, finding and contracting interactive speakers and workshops, managing travel logistics, and supporting all other needs that arise regarding the institute. This year is the second year the Institute will focus on the intersection of arts education and health.
