About this opportunity

The Pennsylvania Department of Military and Veterans Affairs is requesting bids for podiatry services at the Southwestern Veterans Center in Pittsburgh under an Invitation for Bids, with proposals due October 6, 2026. The contractor must hold current Pennsylvania podiatry licensure, possess a minimum of five years of experience in podiatry services, and maintain a location within 25 miles of SWVC — these are core eligibility filters.

The scope requires comprehensive podiatry examinations and treatments for approximately 236 residents on an as-needed basis, with mandatory quarterly visits for every resident and monthly on-site visits to the facility. The contractor must furnish all equipment and supplies, provide services during normal business hours (Monday–Friday, 8:00 a.m. to 4:00 p.m.), coordinate scheduling with facility staff with one-week advance resident schedules, conduct in-service education programs, arrange background checks and TB screening documentation, maintain annual training compliance, and comply with all infection control procedures. The contractor bills Medicare, Medicaid, and third-party insurers directly at Usual, Customary and Reasonable (UCR) rates; DMVA serves as payer of last resort for cost-sharing amounts and uninsured residents. Pricing must be all-inclusive and firm as quoted. Monthly written reports documenting services provided to each resident are required.

The contract term is one year, with four one-year renewal options at the Commonwealth's discretion, subject to price adjustments of up to 5 percent annually. The Commonwealth will award to the lowest responsive and responsible bidder and reserves the right to award by line item if advantageous. No pre-bid conference is scheduled. Questions must be submitted in writing to the Issuing Officer; responses are posted as addenda. The contracting officer is Kay Marks, Purchasing Agent Supervisor, at the DMVA Procurement & Contracting office in Annville (717-861-6249; kaymarks@pa.gov). Monthly reports are submitted to Barbara Klucinec at bklucinec@pa.gov at SWVC.
