About this opportunity
The Pennsylvania Department of Military and Veterans Affairs is requesting bids for dental services at the Southwestern Veterans' Center in Pittsburgh under an Invitation for Bids, with proposals due October 6, 2026. Award will be made to the lowest responsive quote meeting all qualification requirements.
The awardee must be a licensed dentist in Pennsylvania with a minimum of five years' experience in dental services and a practice location within 25 miles of SWVC. The scope includes one annual examination and prophylaxis per resident, with DMVA covering baseline services and all additional services billed to resident insurance. The contractor must furnish all equipment and sterilization supplies, provide on-site x-ray services with 24-hour turnaround reports, accommodate bedbound residents, supply a backup dentist, maintain detailed visit documentation, and deliver in-service education to facility staff. Services are provided Monday–Friday, 8:00 a.m. to 4:00 p.m., with emergency response within four hours and on-site emergency service within 24 hours.
DMVA intends to establish a one-year purchase order with four optional one-year renewals, with renewal contingent on 60 days' notice from the Commonwealth and 30 days' consent from the contractor. Bidders must submit itemized pricing for all line items and additional services in Appendix A. Invoices must be submitted within 30 days of service with detail by resident; for insured services, the contractor bills Medicare, Medicaid, and third-party payers first at UCR rates and does not bill residents for differences.
The contractor must comply with the Stark Law, Anti-Kickback Statute, False Claims Act, and Exclusion Statute; conduct background checks for all staff with facility access; complete annual tuberculosis screening; and maintain current licensure. No pre-bid conference is scheduled. Questions must be submitted in writing to the Issuing Officer and will be posted as addenda on the eMarketplace. Bids are submitted electronically through Pennsylvania's SRM system.
