About this opportunity
The Virginia Department of General Services (DGS), Office of Procurement Services, is requesting proposals for turnkey surplus property disposal services under RFP #121664, with proposals due July 20, 2026 at 2:00 p.m. EST and a mandatory virtual pre-proposal conference on June 19, 2026 at 11:00 a.m. EST via Microsoft Teams. The Commonwealth reserves the right to make multiple awards based on vendor capabilities and pricing.
The scope encompasses live auctions, online auctions, vehicle and heavy equipment handling, payment processing, and customer service management for surplus personal property from state agencies and public bodies throughout Virginia. Vendors must submit pricing for three service models: Online Only, Vendor Yard, and Full Service (Commonwealth Site), specifying seller commissions, buyer premiums, event fees, and transportation markups. Key performance metrics include listing within three business days of pickup, maintaining a 90 percent sale price-to-guide ratio, remitting net proceeds within 10 business days of cleared funds, and achieving 99 percent dashboard uptime.
A Small Business Subcontracting Plan with a 42 percent participation goal is required. The evaluation framework weights qualifications and experience at 20 points, methodology and approach at 50 points, price at 10 points, and Small, Women-Owned, and Minority-Owned (SWaM) business participation at 20 points. All vendors must be registered in eVA and are subject to a 1 percent transaction fee, capped at $500 for DSBSD-certified small businesses and $1,500 for others.
The initial contract term is two years with four successive one-year renewal options, centrally managed by DGS but serving all public entity locations throughout Virginia. Insurance requirements include workers' compensation, employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), and automobile liability ($1,000,000) where applicable. Written questions are due July 2, 2026 by 12:00 p.m. EDT. The contracting officer is Emma Rich at procurement@dgs.virginia.gov.
