About this opportunity
The Pennsylvania Department of Education is requesting proposals for architectural and engineering services to conduct facility condition assessments for K-12 public schools across 28 high-need Local Education Agencies throughout Pennsylvania under RFP 6100064676-01, with proposals due July 17, 2026. The procurement carries mandatory participation goals: 11% Small Disadvantaged Business (including MBEs, WBEs, LGBTBEs, and DOBEs) and 3% Veteran Business Enterprise, with prime contractors required to perform at least 60 percent of total contract value and SDB subcontracting commitments defined as a minimum of 5 percent.
The scope encompasses on-site evaluations of school buildings, analysis of major facility systems, identification of deficiencies, development of cost estimates, and recommendations for infrastructure improvements. Work must be completed within the federal performance period established by PDE and the U.S. Department of Education. The 28 eligible LEAs are geographically dispersed across urban, suburban, and rural communities, ranging from single-building districts to major urban districts; detailed building inventories and addresses are provided in Appendix A. Participation by LEAs is voluntary, with PDE engaging directly with each to establish specific service needs and participation levels.
Evaluation is weighted 65 percent technical approach and qualifications, 35 percent cost, with SDB participation at 20 percent and domestic workforce utilization providing up to 3 percent bonus points. The contract is fixed-cost with deliverables over an initial term of two years and seven months with no renewal options. Award will be made to the responsible offeror with the highest overall score, provided the proposal did not receive both the lowest technical and lowest cost scores. A best and final offers process will be conducted with qualified offerors. A preproposal conference is scheduled for May 27, 2026, at 11:00 AM (virtual). Questions must be submitted by June 5, 2026. Falina Jumper is the Issuing Officer. Contractors must comply with federal audit requirements, the Pro-Children Act, Gun Free Schools Act, nondiscrimination statutes, and federal debarment regulations. Compensation follows execution of contract and issuance of notice to proceed, processed via ACH transfers.
Opportunity text
The Pennsylvania Department of Education (PDE) has been awarded the Supporting America's School Infrastructure (SASI) grant by the U.S. Department of Education (USDE). Through this grant, PDE aims to address several challenges related to school facilities across the Commonwealth of Pennsylvania (Commonwealth). Key objectives include building internal capacity within the State Education Agency (SEA) by hiring new dedicated staff, collecting reliable school facility condition data from high-need local education agencies (LEAs) to inform future infrastructure funding decisions, and providing technical assistance to high-need LEAs to support their school infrastructure needs. To support these objectives, PDE has established a list of high-need LEAs that are eligible to receive services under the SASI grant. These LEAs are geographically dispersed across Pennsylvania and represent a mix of urban, suburban, and rural communities. Participation in the program is voluntary, and PDE will engage directly with the qualifying LEAs to establish their specific service needs and level of participation.PDE is issuing this Request for Proposal (RFP), seeking proposals from professional services contractors to provide architectural and engineering services specific to K-12 public school facility condition assessments for the participating SASI LEAs. The work to be accomplished includes on-site evaluations of school buildings, analysis of major facility systems, identification of deficiencies, and development of cost estimates and recommendations. Because the SASI grant operates within a defined federal performance period, the assessments, reporting, and technical assistance must be completed within the timelines established by PDE and USDE. Contractors must therefore be prepared to coordinate site visits across multiple regions of the Commonwealth and manage work efficiently to meet required deadlines.
