About this opportunity
Greenville County Solid Waste Division is seeking a supplemental hauling contractor to transport county-owned solid waste transfer and tanker trailers from five residential waste and recycling centers (Enoree, O'Neal, Simpsonville, Piedmont, and Blackberry Valley) to the Twin Chimneys Landfill. The Request for Proposal (RFP #26005) specifically targets a vendor who can provide road tractors to pull 48 or 53-foot aluminum waste trailers and 6,000-gallon tanker trailers, with a critical focus on supporting the county's fleet during peak periods like the post-Christmas holiday weeks. The procurement is scheduled with proposals due on August 22, 2025, at 3:00 pm, with an anticipated contract award on September 5, 2025, and a Notice to Proceed expected on September 22, 2025. Evaluation criteria will be equally weighted across four categories: responsiveness to solicitation, experience and past performance, references, and pricing. Vendors must submit a comprehensive statement of qualifications including company background, certifications, references, and a detailed list of available vehicles, with tanker trailer services anticipated at three locations approximately 6-8 times per year.
While no specific set-aside designations are explicitly mentioned in the documentation, the county requires vendors to demonstrate substantial operational capabilities and professional qualifications. The solicitation does not indicate restrictions based on business size, minority status, or disadvantaged enterprise classifications. Proposed services will require hauling from multiple locations with all trips starting and ending at Twin Chimneys Landfill, suggesting a need for local operational familiarity and transportation infrastructure. The pricing sheet allows vendors to quote per-trip rates and specify any additional charges or daily minimums, indicating flexibility in contract structure. Although a specific budget range is not disclosed, the county's approach suggests an as-needed supplemental service model where actual expenditures will depend on operational requirements, particularly during high-demand periods like the post-holiday season. Vendors will need to provide a comprehensive pricing strategy that accounts for variable hauling needs across different waste and recycling centers.
