About this opportunity

The City of Gaithersburg, Maryland is requesting proposals for supplemental snow removal services during the winter seasons of fiscal years 2027, 2028, and 2029, with proposals due July 22, 2026 at 3:00 p.m. Eastern Time. The RFP was issued June 18, 2026, with written questions due July 8 and an optional pre-submission meeting on June 30.

The scope covers plowing and salting operations across ninety-two centerline miles of city streets. The Contractor must provide eight trucks equipped with plows and salt spreaders—specifically three truck categories: 3/4 to one-ton 4x4 pickup trucks, 18,000 GVW 4x4 dual rear-wheel dump trucks, and 36,000 GVW single-axle dump trucks—along with qualified operators and supervisory personnel. Services are provided on an as-needed basis when roadway snow accumulations of two or more inches are anticipated. Winter seasons run November 15 through April 15 for each fiscal year.

Minimum qualifications require at least five years of experience providing similar services and Maryland qualification and licensure. All personnel must hold minimum two years of truck driving experience, one year of snow removal experience, current Maryland driver's licenses, and English-language communication ability.

Compensation is structured as fixed hourly operating rates for equipment and personnel, with standby rates equal to one-half the operating rate. The Contractor submits itemized hourly rates for each truck category. The City pays vehicle stipends of five hundred dollars per truck to secure exclusive-use availability during snow events, with compensation paid at contract period end. Prices remain firm for the initial two contract terms; any third-term increase is capped at three percent with sixty days' notice required.

The initial contract term extends through June 30, 2027, with automatic renewal for up to two successive one-year terms. Award is made to the responsible offeror submitting the lowest responsive proposal offering best value. The Contractor must maintain comprehensive commercial general liability insurance of one million dollars, workers' compensation coverage as required by Maryland law, and automobile liability insurance of one million dollars, with the City named as additional insured.
