About this opportunity
LOTT Clean Water Alliance is requesting bids on furnishing and installing a supplemental chemical storage and feed system at the Budd Inlet Treatment Plant in Olympia, Washington, with bids due August 27, 2026, and a mandatory pre-bid meeting and site visit on August 5, 2026 at 10:00 a.m.
The scope encompasses sitework, tanks, metering pumps, enclosure, piping, valves, electrical, instrumentation, and controls for a carbon system upgrade. The project is subject to prevailing wage requirements under Washington State law (RCW 39.12) as determined by the Washington Department of Labor and Industries. All contractors must meet mandatory and supplemental bidder responsibility criteria, including current contractor licensing, workers' compensation coverage, and compliance with apprenticeship and public works requirements.
The engineer's construction estimate ranges from $590,000 to $750,000, including sales tax. The successful contractor will have 150 working days to substantially complete the work, with a one-year correction period following substantial completion. A 5% bid guaranty bond or certified check is required at submission; the successful bidder must furnish performance and payment bonds each equal to 100% of the contract price. A 5% retainage will be withheld from payments for 45 days following final completion. Liquidated damages of $1,000 per working day apply for failure to substantially complete within the specified timeframe. Comprehensive insurance coverage is required, including commercial general liability with minimum limits of $2,000,000 per occurrence.
Electronic bids in PDF format must be submitted to the project portal by 2:00 p.m. Pacific Time on August 27, 2026; bid guaranty bonds must be submitted in person at the plant by the deadline. Bid openings occur publicly immediately after the submission deadline with attendance available in person or via Zoom.
