Success Ready Students: Promoting Success for All Learners Project

The Missouri Department of Elementary and Secondary Education is executing a single-source purchase with Saint Louis University for the "Success Ready Students: Promoting Success for All Learners" project, effective immediately through July 31, 2027, with two optional one-year renewal periods. The procurement qualifies as a single feasible source purchase under Missouri Revised Statutes section 34.044 RSMo.

The project aligns Missouri's state accountability scoring system with indicators empirically linked to postsecondary and labor market success. Saint Louis University has been designated as the sole source contractor due to a Walton Family Foundation grant that specifically identified the university's researchers as key contributors to the initiative. The funding is provided through the Walton Family Foundation grant, which restricted its support to Saint Louis University's involvement.

Requisition number is ROCO2700351 and Single Feasible Source number is STATE 0000000591SL. Inquiries should be directed to Nicolle Backes at the Department of Elementary and Secondary Education at 573-751-5341 or Nicolle.backes@oa.mo.gov and purchmail@oa.mo.gov.
