About this opportunity
The Antelope Valley-East Kern Water Agency is requesting sealed bids for the SNIP Phase II Pipeline and Pump Station Project (Project No. CP 20-10), with bids due August 14, 2026 at 2:00 p.m. A mandatory pre-bid meeting and site visit are scheduled for July 20, 2026 at 11:00 a.m.; bidders who fail to attend will have their bids rendered non-responsive.
The scope encompasses furnishing and installing approximately 6.6 miles of 48-inch cement mortar lined and coated welded steel pipe with all excavation, backfilling, paving, and pipeline appurtenances, plus furnishing and installing three pumps for the existing pump station with all mechanical and electrical improvements. The project is subject to prevailing wage requirements under California Labor Code Section 1770 et seq., and all contractors and subcontractors must be registered with the Department of Industrial Relations.
Bidders must possess a valid Class A General Engineering Contractor's license from the California State Contractors License Board at the time of bid submission and a current business license from the City of Palmdale. A bid bond or cash deposit equal to 10 percent of the total bid amount is required. Upon award, the successful contractor must provide faithful performance and payment bonds each equal to the contract price and execute the contract within 15 days of award notification or forfeit bid security. Five percent of all progress payments will be withheld as retention, though contractors may substitute securities or request direct payment to an escrow agent at their own expense.
Written questions or requests for clarification are due by 5:00 p.m. on July 31, 2026, directed to Benjamin Melendez at bmelendez@avek.org.
