About this opportunity

The State University of New York (SUNY) System Administration is issuing a Request for Information to solicit market intelligence on potential development of student housing and supporting amenities on SUNY College of Environmental Science and Forestry's campus in Syracuse, with responses due July 22, 2026 at 4:00 p.m. EST. This is a pre-decisional RFI intended to inform a future competitive Request for Qualifications and/or Request for Proposals; SUNY has not yet defined a specific development program or financing structure.

The development opportunity involves approximately 1.624 acres of state-owned land on the western edge of ESF's main campus, bounded by East Raynor Avenue, Stadium Place, Standart Street, and Henry Street. The anticipated development would primarily support undergraduate and graduate student housing, with particular focus on upper-class and graduate housing models. Under the proposed structure, Abby Lane Housing Corporation (ALHC) would serve as the ground lessee from SUNY and enter into a sublease or development agreement with a selected developer.

Authorizing legislation (Chapter 58 of the Laws of 2026) permits a ground lease term not to exceed 100 years and requires execution within five years of the act's effective date. All construction must comply with Article 8 of New York State Labor Law, including prevailing wage requirements and a mandatory Project Labor Agreement. Article 15-A requirements for Minority and Women-Owned Business Enterprise participation apply. The ground lease requires approval from the NYS Director of the Division of the Budget, the Attorney General, and the New York State Comptroller.

SUNY invites responses from qualified developers, financiers, operators, and architects addressing development feasibility, financing structures, unit mix, occupancy assumptions, rental rates, total project costs, complementary revenue-generating uses, sustainability initiatives, operational approaches, competitive procurement recommendations, and candid assessment of deal-breakers and regulatory or market-specific risks. The current on-campus residence hall, Centennial Hall, houses 550 to 618 students and is managed by Greystar Real Estate Partners.

Opportunity text

The purpose of this RFI is to acquire information and market intelligence regarding the potential development of new student housing and supporting amenities on SUNY campus land. The development opportunity is enabled by authorizing legislation that permits a long-term ground lease of State-owned land. SUNY is exploring the potential development of new on-campus student housing through a long-term ground lease structure in which the primary public contribution is the availability of campus land under a long-term leasehold interest. SUNY is particularly interested in development approaches that fully leverage the value of the ground lease structure and result in financially viable, self-supporting projects. This includes approaches that thoughtfully align program, scale, revenue strategy, and sustainability to support long-term feasibility.
