About this opportunity

Buffalo Public Schools is issuing a Request for Pre-Qualification (RFPQ) for Student and Family Support Programs and Services, with proposals due November 27, 2026. This is a cyclical prequalification process — not a traditional procurement — open approximately every three months for a two-month submission window.

Organizations submit proposals addressing one or more of four service categories: Family and Community Engagement, Social Emotional and Wellness Supports, Positive Youth Development/Mentoring, or Supplemental Academic Enrichment. A minimum score of 70 points qualifies a proposal for placement in Buffalo Public Schools' Pre-qualified Community Partner Catalog (PCPC) for two years. Placement in the catalog does not guarantee a contract; instead, it makes the vendor available for review by BPS administrators and staff who may subsequently solicit services directly from the catalog.

The RFPQ is open to community-based organizations and service providers. No specific contract value, contract term, or incumbent contractor is specified for this prequalification pool. This structure allows Buffalo Public Schools to build a standing roster of vetted partners rather than issue individual RFPs for each engagement.

Vendors approved during this cycle will be positioned to promote their services internally to BPS staff. The evaluation will focus on organizational capacity and program quality within the stated categories. Following approval, organizations move into the catalog database available for individual department purchasing decisions — a mechanism typical of school district cooperative purchasing arrangements, though this one is managed through Buffalo Public Schools' own prequalification cycle rather than a formal cooperative vehicle.
