About this opportunity
The Central Florida Tourism Oversight District is requesting proposals for structural and mechanical engineering continuing services, with proposals due July 31, 2026 and multiple three-year contracts with optional two-year renewals to be awarded to proposers who achieve a minimum score of 90 points or higher.
The scope encompasses structural and mechanical engineering consulting services including design and analysis, feasibility assessments, water and wastewater facilities design, process and mechanical equipment support, existing facilities evaluation and rehabilitation, construction documents preparation, and construction phase services. The prime consultant must have civil, mechanical, and/or structural engineering as its primary specialty, with all licensed engineer leads holding Florida licensure and a minimum of ten years of relevant experience. Licensed subconsultants may be utilized for additional required qualifications and specialties.
Evaluation criteria are qualifications and experience with similar projects (50 points), staffing plan (25 points), and quality assurance and quality control plan (25 points), totaling 100 possible points. Submissions must not exceed ten pages, excluding covers, a cover letter of up to two pages, required statements, and up to five two-page resumes. At least three project references completed within the last five years are required, documented with client name, original and change-order contract amounts, schedule adherence confirmation, actual completion date, and detailed service descriptions.
Compliance affidavits address Foreign Countries of Concern and Human Trafficking (Florida Statutes 287.138 and 787.06), Conflict of Interest and Public Entity Crime, and insurance requirements. Technical guidelines specify mandatory safety and coordination procedures for work near CFTOD electrical utilities under RCES Underground Construction Rules, including Sunshine 811 Locate Tickets, soft-dig excavation protocols, and safety distances ranging from 3 feet for 480V circuits to 10 feet for 69kV transmission lines.
Proposers must submit proposals electronically through the CFTOD BID PORTAL (PlanetBids). Questions are due three calendar days prior to the submission deadline through the portal. The District reserves the right to accept, reject, or cancel the solicitation without penalty. Lobbying activity will result in proposal rejection. All preparation costs are the proposer's responsibility.
