The final report must be prepared under responsible charge, sealed by the PE, and delivered in PDF format within 30 days of contract award.

Responses must be all-inclusive fixed price covering labor, materials, travel, mileage, supplies, PE stamp, and other expenses. The EDC reserves the right to negotiate with the highest-ranked firm or proceed to the next-ranked respondent if negotiations fail. Contractors must carry workers' compensation, commercial general liability ($1 million per occurrence, $2 million aggregate), professional liability ($1 million), and business automobile liability ($1 million). Written questions are due September 7, 2026.
