About this opportunity
The Louisiana Department of Transportation and Development (DOTD), through the State of Louisiana's Office of State Procurement, is requesting bids for the purchase of one stripping machine under solicitation 3000026736, with bids due October 21, 2026 at 10:00 AM Central Standard Time. Bidders must be licensed by the Louisiana Motor Vehicle Commission and submit a valid dealer's license issued under Louisiana Revised Statutes 32:1254 with their bid or within 10 business days of opening, or face rejection. Louisiana preference provisions apply to bidders whose Louisiana business workforce comprises a minimum of 50% Louisiana residents, potentially allowing preference for Louisiana-manufactured products at prices within 10% of the lowest bid.
The stripping machine must be new, current production model meeting all State and Federal safety standards, with final assembly completed in the United States and at least 50% of component parts produced in the United States or Canada. Detailed technical specifications are contained in Attachment B (Equipment Specification 255-000A, Revision 9/2/2026) and cover dimensions, operational capabilities, engine specifications, hydraulic system requirements, cutting and grinding mechanisms, hopper capacity, and control systems. Bidders must specify the brand and model of equipment offered.
Delivery must be made to DOTD Equipment Acquisitions at Building 42F, 7686 Tom Drive, Baton Rouge, Louisiana, during business hours (Monday–Thursday, 7:00 AM–4:00 PM; Friday, 7:00 AM–11:00 AM with 48-hour notice). Bid prices must be complete and firm for a minimum of 60 days and include all delivery costs on an F.O.B. destination basis. The State will add waste tire fees ($2.25–$10.00 per tire depending on tire type) and Louisiana safety inspection sticker costs to the awarded bid; bidders must exclude these from pricing. All applicable state and local taxes must be included; state agencies are exempt from sales and use taxes. Bids valued at $25,000 or more require certification of no federal suspension or debarment. Award will be made on an all-or-none basis to the overall lowest responsive, responsible bidder. Bids must be submitted online through the LaGov vendor portal; in-person bid opening attendance is suspended, but vendors may view opening via Zoom at 9:45 AM on the opening date.
