About this opportunity

The New Mexico Department of Workforce Solutions is awarding a one-year Continuum of Care Planning Grant to the New Mexico Coalition to End Homelessness under sole-source determination, with proposals due July 30, 2026. This is a sole-source procurement — no competitive bidding.

The contract value is $850,000. The scope encompasses five primary components: statewide CoC coordination and governance; by-name list development and coordinated entry strengthening; HMIS data quality and statewide data infrastructure; partner technical assistance and training with regional CoC hub development; and elected official engagement and policy partnerships. Key deliverables include establishing regional CoC hubs, implementing the Awards HMIS platform statewide, creating real-time by-name lists in every CoC, conducting system assessments, delivering professional development training across rural and urban regions, publishing quarterly data dashboards, and engaging elected officials through briefing series and a legislative forum.

The New Mexico Coalition to End Homelessness was determined sole-source because it is the only organization that simultaneously coordinates both New Mexico Continuums of Care, operates the statewide Coordinated Entry system, administers the statewide Homeless Management Information System, establishes statewide HMIS policies and standards, manages the annual CoC funding application process, and maintains the governance authority necessary to implement uniform practices across all regions. Market research conducted September 2, 2025, found that while other nonprofit organizations deliver individual homelessness-related services, none possess the combination of statewide authority, operational responsibilities, federal compliance expertise, established infrastructure, and direct data system access required. The sole-source determination was posted for the required 30-day protest period and received final approval from the State Purchasing Agent on June 15, 2026.

Implementation follows a four-phase rollout: Phase 1 (months 1–3) assessment and alignment; Phase 2 (months 3–6) data infrastructure deployment; Phase 3 (months 6–9) technical assistance rollout; Phase 4 (months 9–12) policy engagement and sustainability.
