About this opportunity

The Town of Manchester, Connecticut is seeking sealed bids for Streetlight Maintenance Services (Bid No. 23/24-31), soliciting an on-call contractor to provide comprehensive maintenance and installation services for the town's streetlight infrastructure. The contract will run from the date of award until January 31, 2025, with potential annual extensions for up to three additional one-year periods. Specific deliverables include routine and emergency maintenance of streetlight systems, involving services such as electrical work, pole and fixture installations, foundation work, and emergency callout responses. Bidders must demonstrate qualifications through project references and personnel certifications, and comply with local licensing and safety requirements, including Eversource Form NB-208 regulations for work near high-voltage electrical conductors. The bid includes unit pricing for various services, with estimated quantities of 150 hours each for electrician and laborer services, 50 hours for specialized equipment, 10 emergency callouts, 10 pole installations, 5 foundation resets, and 5 foundation replacements. Bids are due electronically through the town's eProcurement Portal by 2:00 pm on November 8, 2023, with a mandatory 5% bid bond requirement and pricing subject to annual adjustments based on the U.S. Bureau of Labor Statistics Consumer Price Index.

The procurement includes specific Disadvantaged Business Enterprise (DBE) participation requirements, with contractors expected to make good faith efforts to include certified DBE firms in their proposals. The Connecticut Department of Transportation (ConnDOT) guidelines mandate that DBEs must be certified and can contribute to contract goals through direct work, supplies, materials, and services. Contractors must provide detailed documentation of DBE outreach and participation, with potential consequences for failing to meet participation goals. The project is subject to multiple federal and state labor standards, including Davis-Bacon Act prevailing wage requirements, OSHA safety training mandates, and anti-discrimination provisions. Contractors must comply with extensive reporting requirements, including weekly certified payroll submissions, equal employment opportunity regulations, and specific guidelines for employee classifications and compensation. While specific total contract value is not explicitly stated, the comprehensive unit pricing and extensive service requirements suggest a substantial municipal infrastructure investment. Bidders must also navigate complex compliance frameworks, including Community Development Block Grant (CDBG) requirements, federal labor standards, and specific Connecticut municipal contracting regulations.
