About this opportunity
The City of Parkland, Florida is soliciting bids under ITB 2026-23 for street sweeping services on designated paved city streets, curbs, medians, and roundabouts, with questions due October 29, 2026 at 5:00 p.m. Eastern and proposals due November 12, 2026 at 2:00 p.m. Eastern through the City's PlanetBids portal.
Bidders must submit a qualifications statement and at least three references from similar projects valued at $50,000 or more completed within the last three years in Florida. The reference form separately requires at least four references, preferably public entities of similar size, and bars the City of Parkland and its employees from serving as references. The project list form requires a minimum of three comparable projects.
The contractor provides all labor, materials, tools, vehicles, licenses, insurance, and related costs to remove sand, paper, glass, litter, grass, leaves, and debris to Florida Department of Environmental Protection standards. The City defines acceptable results as a clean curb line free of visible sand, grass, or other debris. The fee sheet lists eleven locations ranging from approximately 855 to 13,796 linear feet, including Holmberg Road, University Drive, Mecca Boulevard, Lox Road, and Parkside Drive, plus parking lots, roadways, and curbing at parks and City Hall, with services performed twice monthly. All work is subject to inspection and approval by the Public Works Director or designee before payment.
Pricing goes on City bid forms with unit amounts and extensions, and unit prices govern in case of discrepancy. Required insurance includes commercial liability of $1 million per occurrence and $2 million aggregate, commercial automobile liability of $1 million combined single limit, workers' compensation with employers' liability of $100,000 each accident, and errors and omissions coverage of $500,000 each occurrence. Certificates are due within seven business days of award notification.
Mandatory compliance forms include E-Verify verification under Section 448.095, public entity crime and scrutinized vendor certifications under Sections 287.135 and 287.138, and background check affidavits under Section 2-142.5 for employees working near minors or vulnerable populations.
The City will award to the lowest responsive and responsible bidder, considering vendor capacity, past performance, compliance history, and future maintenance ability. A virtual pre-submittal conference is offered, and addenda may be posted through November 3, 2026.
