About this opportunity

The City of Norwalk, California is requesting bids for street rehabilitation work on three corridors — Excelsior Drive (Pioneer Boulevard to Bloomfield Avenue), Front Street (Pioneer Boulevard to San Antonio Drive), and Foster Road (Studebaker Road to Gridley Road) — with bids due September 4, 2026 at 11:00 a.m. through PlanetBids. This is a prevailing-wage public works project subject to California Labor Code Section 1770 et seq., requiring a valid California Class A Contractor's License and Department of Industrial Relations registration.

The scope encompasses cold milling existing asphalt concrete pavement at varying depths, removal and reconstruction of AC pavements, installation of ARHM overlays and AC base overlays, utility adjustments to grade, signing and striping, traffic control, and removal and replacement of cross gutters, spandrels, curb and gutter, sidewalks, and ADA curb ramps. The bid includes 78 line items with specified quantities for each work category. Cold-milled AC pavement sections must be paved within two working days and must not remain open over weekends or holidays. Construction must be completed within 80 working days of the Notice to Proceed.

The estimated project cost is $2.4 million. Bidders must submit bid security equal to at least 10 percent of the total bid amount as a cashier's check, certified check, or bid bond. Upon award, the contractor must provide performance and payment bonds each equal to the full contract price, along with insurance naming the City as additional insured. Five percent retention is withheld from progress payments unless the contractor substitutes securities under Public Contract Code Section 22300. Liquidated damages are assessed at $2,000 per calendar day for delays or failure to meet milestone schedules. A pre-construction meeting will be held at City Hall following contract award.
