About this opportunity

Dallas/Fort Worth International Airport Board is soliciting on-call Street Lighting Maintenance Services at DFW Airport with proposals due September 15, 2026. The awardee must hold a State of Texas Licensed Electrical Contractor credential — a primary eligibility gate.

The scope covers inspection, maintenance, repair, and replacement of airport roadway lighting infrastructure, including highway sign lighting, low and high mast pole streetlights, cross under bridge lighting, and miscellaneous street lighting components. The contractor must be available 24 hours a day, seven days a week, including weekends and holidays, and respond to service calls within two hours of notification with appropriate personnel and equipment. Work includes emergency repairs, pole knockdowns, routine maintenance, and winter weather operations support. All traffic management is the contractor's responsibility; supervisory personnel must be familiar with the Texas Uniform Manual on Traffic Control Devices.

Personnel qualifications are rigorous: Master Electricians with five years' experience, Journeyman Electricians with three years' experience, and Apprentice Electricians with two years' experience. The contractor must submit a Quality Control Plan within 30 days of award detailing inspection procedures, testing procedures, documentation requirements, and corrective action procedures. All work orders require completed QC forms, before and after photographs, materials used, labor hours by classification, arrival and completion times, asset identification, and root cause descriptions. Work is not considered complete until QC documentation is submitted, ETAM performs quality assurance verification, and written acceptance is issued.

Materials and parts are marked up on a tiered structure: 15 percent for purchases under $500, 10 percent for $501 to $5,000, and 5 percent for $5,001 to $10,000, with recurring purchases over $10,000 subject to prior negotiation. All invoices must be accompanied by certified payroll for labor and paid receipts for reimbursables, with taxes excluded. The contractor must comply with ANSI/NFPA 70 National Electrical Code, OSHA requirements, and EPA standards, and assumes all liability for its operations, tools, materials, and equipment.
