About this opportunity
The City of Pasadena Public Works Department is seeking proposals to establish a multi-year purchase order for streetlight poles, LED fixtures, and related equipment for restocking on an as-needed basis, with proposals due October 29, 2026. The procurement is structured as a framework agreement with flexible ordering throughout the contract term rather than a fixed-quantity award.
Vendors must obtain a Pasadena Business License and California Department of Industrial Relations certification for public works projects. Commercial General Liability insurance is mandatory with minimum limits of $2 million per occurrence and $4 million general aggregate; the City and its officials must be named as additional insureds. All insurers must maintain an A.M. Best rating of at least A:VII and be authorized in California. Vendors must provide original certificates of insurance before work commences.
The scope encompasses streetlight poles and LED retrofit fixtures across multiple wattage categories. The City's approved HPS-to-LED equivalency chart specifies three manufacturers per wattage tier (GE Evolve, Lumec RoadFocus Plus, and EOI Compass) in 3000K color temperature, with energy savings ranging from approximately 64% to 96% compared to traditional high-pressure sodium fixtures. All luminaires must include wattage identification stickers and 10-year standard warranties. The specification sheet references retrofit LED cartridges from HiLumz across ten distinct models with wattages from 57 to 284 watts, multiple mounting configurations, and dimming capability.
Delivery shall not exceed ninety days from purchase order receipt. Bidders must complete vendor questionnaires, workforce utilization forms (for contracts valued at $25,000 or more), legal status declarations, and non-collusion affidavits. Federal certification requirements apply, including disclosure of lobbying activities and compliance with 31 U.S.C. Section 1352. FEMA Temporary Custodian emergency funding is available to support this procurement, allowing federal reimbursement for eligible purchases under FEMA disaster assistance guidelines.
