About this opportunity
The Texas Historical Commission is requesting proposals for strategic planning services under RFP 808-26-262159, with proposals due August 4, 2026 at 2:00 p.m. Central Time. The contract includes a mandatory VetHUB Subcontracting Plan requiring good faith efforts to utilize service-disabled veteran-owned businesses.
The scope is development of a comprehensive three to five-year strategic plan for THC through a structured collaborative process that assesses current operations, develops strategy, and provides implementation guidance. Respondents must meet a mandatory pass/fail qualification requiring a minimum of five consecutive years of experience in leadership coaching, executive development, or 360-degree assessment follow-up programs. Preference is given to respondents holding nationally recognized professional certifications such as ICF or SHRM-SCP and those with experience in state agency or public-sector strategic planning projects.
Compensation is a fixed-price contract based on the bidder's proposed hourly rates, estimated work hours, travel costs, and administrative expenses submitted in the Mandatory Proposal Price Schedule (Exhibit II). The contract term is 12 months from August 11, 2027 through August 11, 2027, with two optional one-year renewal periods exercisable at THC's sole discretion through August 12, 2029. The expected award date is August 10, 2026, with services commencing August 11, 2026.
Evaluation criteria weight Project Plan at 30%, Price Proposal Schedule at 30%, Respondent's Comparable Experience at 30%, and Assigned Staff Qualifications and References at 10%. The contract requires comprehensive general liability insurance of $1 million per occurrence, worker compensation coverage at statutory limits, and a one-year performance warranty. Contract funding is contingent upon continued legislative appropriations. All work products become exclusive property of THC upon creation. Proposals must be submitted electronically as a consolidated PDF to responses@thc.texas.gov. No pre-proposal conference or site visits are required.
