About this opportunity
The City of Delray Beach is requesting qualifications for professional engineering services to develop a comprehensive Stormwater Master Plan under RFQ 2026-036, with proposals due August 19, 2026 at 2:00 PM Eastern. The project is partially funded with federal FEMA Hazard Mitigation Grant Program funds administered through the Florida Department of Emergency Management.
Minimum qualifications require at least ten years of experience as a prime engineering consultant on stormwater master planning efforts and ten years of experience with stormwater modeling tools including ICPR4, SWMM, HEC-HMS, HEC-RAS, MIKE FLOOD, or XPSWMM. Proposers must hold a professional engineering license from the Florida Department of Business & Professional Regulation, be registered to do business in Florida, and provide proof of financial responsibility and insurance coverage spanning workers compensation, employer's liability, commercial general liability, automobile liability, professional liability, umbrella liability, pollution liability, and cyber liability.
The scope includes evaluation of current drainage infrastructure, updated hydrologic and hydraulic modeling, water-quality performance review, and risk appraisal for sea-level rise, tidal flooding, and extreme rainfall. Deliverables include a Capital Improvement Program with cost estimates, phasing recommendations, and proposed regulatory, operational, and policy updates. The plan will guide the City's stormwater management, flood mitigation, and infrastructure investment strategies over a 20-year horizon. The consultant will also support public outreach by preparing materials and participating in stakeholder meetings.
The evaluation committee will assess proposals on experience (25 points), methodology and work plan (50 points), and organizational structure and capacity (25 points) for a maximum of 100 points per committee member. Technical evaluations and interviews will be scheduled at dates and locations to be determined. The City reserves the right to enter into negotiations with the highest-ranked proposer and, if needed, with lower-ranked proposers. Questions are due August 3, 2026 at 5:00 PM Eastern. All proposals must be submitted electronically through BidNet Direct; no paper submissions are accepted. Payment will be made monthly upon invoice within forty-five days for general vendors or thirty days for small businesses from receipt of a proper invoice under the Florida Prompt Payment Act.
Opportunity text
The selected Proposer (hereinafter in this Scope referred to as consultant) shall provide engineering services to complete the Stormwater Master Plan. The City of Delray Beach is seeking qualified and experienced consulting firms to develop a comprehensive Stormwater Master Plan (SWMP) that will guide the Citys stormwater management, flood mitigation, and infrastructure investment strategies for the next 20 years. As a coastal community facing increasing development projects, aging infrastructure, and the growing impacts of climate change, Delray Beach requires a forwardlooking, datadriven plan that increases system performance, protects public safety, and supports longterm community resilience while in compliance with our ordinances and the Palm Beach Countys National Pollutant Discharge Elimination System (NPDES) permit. The Stormwater Master Plan will serve as the Citys primary framework for assessing the condition and capacity of the existing stormwater system, identifying vulnerabilities, and prioritizing future Capital Improvement Projects. The selected consultant will evaluate current drainage infrastructure, develop updated hydrologic and hydraulic models, review waterquality performance, and appraise risks related to sealevel rise, tidal flooding, and extreme rainfall. The plan will also include a clear and actionable Capital Improvement Program (CIP) with cost estimates, phasing recommendations, and proposed regulatory, operational, and policy updates. This effort is central to the Citys commitment to responsible infrastructure planning, environmental resources management, and community resilience. The resulting Stormwater Master Plan will support informed decisionmaking, strengthen the Citys ability to pursue state and federal funding, and ensure that Delray Beach remains a safe, vibrant, and sustainable coastal community. The consultant will support the Citys outreach efforts by preparing clear materials and participating in meetings with staff, officials, partner agencies, and the public to communicate project findings and gather input for the Stormwater Master Plan.
