About this opportunity
The City of Jacksonville, Florida is requesting bids for storm sewer cleaning and CCTV inspection services under ITB 18061-26,4, with bids due August 27, 2026 at 4:00 p.m. ET. Bidders must hold active Florida state licensing as a General Contractor or Underground Utility and Excavation Contractor and demonstrate a minimum of five consecutive years of experience, plus five years of CCTV inspection and cleaning experience within the last eight years on pipes 15 inches or larger, with successful completion of at least 50,000 linear feet of work — mandatory minimum qualifications that filter eligibility.
The scope includes labor, equipment, and materials for closed-circuit television inspection and cleaning of existing and new storm sewer pipes and manholes; traffic maintenance; pipe isolation and dewatering; debris removal and disposal; and written and electronic documentation. The contract is structured as an all-or-none award to the lowest responsive, responsible bidder with an initial one-year term and four optional one-year renewal periods, subject to approval by both parties.
Pricing must be submitted on the City's provided spreadsheet with unit and extended prices for all line items; all applicable sales and use taxes must be included in bid prices and cannot be listed separately. A bid bond equal to five percent of the bid amount is required, along with 100 percent performance and payment bonds. All bids must be submitted electronically through the City's 1Cloud e-procurement system, and suppliers must acknowledge all addenda to validate their responses.
The pre-bid conference was held August 4, 2026 at 9:00 a.m. at the Public Works Right of Way & Stormwater Maintenance Office, 609 St Johns Bluff Road, Jacksonville. The question cutoff date was August 17, 2026 at 4:00 p.m. The City reserves the right to reject any or all bids, cancel the contract at any time, and purchase quantities exceeding estimated amounts.
