About this opportunity
The City of Jacksonville, Florida Procurement Division is requesting bids for storm sewer cleaning and closed-circuit television inspection services under ITB 18061-26, with bids due August 24, 2026 at 4:00 p.m. EST and a mandatory pre-bid meeting on August 4, 2026 at 9:00 a.m. at the Public Works Right of Way & Stormwater Maintenance Office, 609 St Johns Bluff Road.
Bidders must be pre-qualified with the City of Jacksonville under the Horizontal category and hold an active Florida state license as either a General Contractor or Underground Utility and Excavation Contractor with a minimum of five consecutive years of experience. A critical qualification requirement mandates that contractors have completed at least 50,000 linear feet of storm sewer CCTV inspection and cleaning within the past five years on pipe 15 inches in diameter or larger.
The scope encompasses CCTV inspection, cleaning, debris removal, traffic maintenance, isolation and dewatering of pipe segments, and all associated documentation and disposal services. The contract will be awarded on an all-or-none basis to the lowest responsive, responsible bidder.
The initial contract term is one year with four optional one-year renewal periods, subject to approval by both the supplier and the City. Pricing will remain firm for the first year; thereafter, escalation or de-escalation requests may be submitted based on Consumer Price Index changes or documented industry-wide increases at the City's discretion. Award and contract execution are contingent on the availability of funds.
Bid prices must include sales and use taxes, freight, and delivery. A bid bond equal to five percent of the total bid amount is required, along with performance and payment bonds equal to 100 percent of the contract amount. Questions are due August 17, 2026 at 4:00 p.m. All responses must be submitted electronically through the City's 1Cloud e-procurement system. Federal funding does not apply.
