Mandatory federal allocation requirements apply: 30 percent for victim services, 25 percent for law enforcement, 25 percent for prosecution, and 15 percent for discretionary purposes. Sexual assault programs receive priority funding of 20 percent of total STOP funds; prevention initiatives are capped at up to 5 percent.
