About this opportunity

The Metropolitan Airports Commission (MAC), a public corporation operating Minneapolis-St. Paul International Airport and six general aviation airports in Minnesota, is requesting proposals for stop loss insurance administration covering its medical and pharmacy plans, with sealed proposals due August 3, 2026 at 4:00 PM CST and questions due July 22, 2026.

Proposers must demonstrate at least eight years of stop loss insurance experience and hold an "A" level financial rating from Standard & Poor's, Moody's, or equivalent rating service. The scope encompasses stop loss coverage for 2,378 members (employees, retirees, commissioners, and eligible dependents) currently administered through Blue Cross Blue Shield Minnesota and Prime Therapeutics, with a transition to four-tier rating (Employee, Employee+Spouse, Employee+Child, Family) effective January 1, 2027. The current stop loss structure specifies a $350,000 individual deductible on a per-contract basis, $100,000 excess corridor, 125% aggregate attachment point, no laser provisions, unlimited annual maximum including medical and pharmacy benefits, and terminal liability option. Vendors must waive active-at-work provisions on new business and provide plan mirroring language. Current 2026 administrative fees are $30.18 monthly for Employee tier and $75.45 for family tiers; estimated annual premium baseline is $9,471,096. Vendors must submit rate quotations for 2027 through 2031 with firm quotes valid for a minimum of 15 calendar days and submit comprehensive questionnaire responses covering general business operations, underwriting experience, contractual terms, claims practices, and premium administration.

The estimated contract value is derived from current premium and administrative fee structures. The initial term runs three years beginning January 1, 2027, with an optional two-year renewal period; pricing is firm for year one only, with subsequent years and renewals subject to negotiation. Award is anticipated August 25, 2026, with Commission approval scheduled September 21, 2026, and contract execution targeted October 2026. Evaluation allocates 20 points to business profile, 40 points to health plan compatibility, and 140 points to fees and contract structure. Insurance requirements include Commercial General Liability ($1 million per occurrence/$2 million aggregate), Professional Liability ($2 million per occurrence/$2 million aggregate), and Cyber Liability ($5 million). Contracts exceeding $100,000 require Minnesota Workforce and Equal Pay Certificates.
