About this opportunity

The San Antonio Water System (SAWS) is requesting sealed bids for construction of approximately 8,600 linear feet of 24-inch water main and 2,000 linear feet of 16-inch water main for the Stonehill Offsite Water Extension — Phase II (SAWS Job No. 25-7008, Solicitation No. CO-00921), with bids due September 8, 2026 at 2:00 PM CST. An aspirational Small, Minority, and Woman-Owned Business (SMWB) participation goal of 21 percent applies; contractors must submit a Good Faith Effort Plan demonstrating outreach to certified SMWBs through multiple solicitation methods.

The work is divided into three segments: Segment A covers 24-inch water main installation with associated valves, hydrants, fittings, tie-ins, testing, and concrete work; Segment B includes additional 24-inch main work with storm drain replacements; and Segment C covers 16-inch water main installation with similar appurtenances. Bidders must demonstrate experience constructing a minimum of 4,000 linear feet of 24-inch or larger water main via open cut within the past 10 years and 2,000 linear feet via trenchless methods within the past five years. The contractor must complete all work within 240 consecutive calendar days from Authorization to Proceed. Place of performance is Bexar County, Texas.

The contract will be awarded to the lowest responsible bidder within 60 days of bid opening. A bid bond, certified check, or cashier's check equal to at least five percent of the total bid price must accompany each bid. Technical questions are due August 21, 2026 at 3:00 PM CST, with responses posted by August 28, 2026. The apparent low bidder must submit company information, project completion ability statements, references for three similar completed projects, and a W-9 form within one business day of bid opening; projects exceeding $10 million require an independently prepared financial statement. Workers' compensation insurance is required for all contractor and subcontractor employees. SAWS is exempt from federal and sales taxes; contractors must issue Texas Certificates of Resale and Exemption. Bids are publicly opened and read aloud via WebEx.
