About this opportunity
The Town of Berlin, Connecticut is requesting proposals for design services for the redevelopment of Steele Boulevard Park under RFP #2027-01, with proposals due August 6, 2026 at 10:00 a.m. and questions due July 30, 2026 at 10:00 a.m.
The scope is design services for transforming a 0.29-acre Town-owned parcel into a public community park within the Steele Center mixed-use development. The park will serve as a shared gathering space for five surrounding buildings containing restaurants, office space, and residential units. Design must incorporate village-style elements including sidewalks, crosswalks, seating, street lighting, street trees, and landscaping in compliance with the Kensington Village Overlay District guidelines and the original 2019 Site Plan and Special Permit approvals granted to Newport Realty Group, LLC.
Proposers must demonstrate three years of relevant Connecticut experience performing similar services for similarly sized municipalities and maintain proper Connecticut licensure. Required submittals include firm information, experience summaries with project listings from the past three years, sample billing formats, organizational structure, primary contact identification, office location(s), conflict-of-interest disclosures, and responses to litigation and default history questions.
Insurance requirements include Workers' Compensation at statutory limits, Comprehensive General Liability of $1 million per occurrence, Professional Liability of $1 million, Umbrella Liability of $1 million, and Comprehensive Automobile Liability of $1 million per accident. Evaluation criteria emphasize background experience with Connecticut municipalities, responsiveness to RFP requirements, reference checks, and competitiveness of proposed fees. The Town reserves the right to negotiate final pricing with the selected proposer and to terminate the contract at any time. Contract start is anticipated for summer 2026 with execution expected by September 2026. Proposals must be submitted electronically through the Town's OpenGov Procurement portal at https://procurement.opengov.com/portal/berlinct, with paper submissions available only by prior arrangement with the Purchasing Manager.
Opportunity text
The project involves the redevelopment of a 0.29-acre Town-owned parcel located at 30 Steele Boulevard into a public community park. The site is situated within Steele Center, a mixed-use development that includes commercial and residential uses. The property is located within the Towns Special Use Zone (Kensington Overlay Zone Village Core Area 1) as shown on the Town Zoning Map. This project builds upon the original Site Plan and Special Permit approvals granted in 2019 for the larger Steele Center at Farmington Avenue development, submitted by Newport Realty Group, LLC. The proposed community park supports the goals and design guidelines of the Kensington Village Overlay District, which promote village-style development, walkability, and pedestrian-oriented design. These guidelines encourage streetscape improvements and a pedestrian-friendly environment through elements such as sidewalks, crosswalks, seating, street lighting, street trees, and landscaping. Development of the 0.29-acre parcel as a community park will provide a shared community gathering space serving the five surrounding buildings within Steele Center, which include restaurants, office space, and residential units.
