About this opportunity
The Texas Education Agency, teaming with the Texas Department of State Health Services, is requesting proposals for a Software-as-a-Service platform to collect and report student vision screening data statewide under RFO 701-26-012, with proposals due July 20, 2026. The solution is mandated by HB 2 (89th Legislature) and must replace fragmented legacy systems with a unified, user-friendly platform supporting offline functionality and rapid data entry across Texas public school districts.
Vendors must submit a completed Texas Subcontracting Plan Form as part of their proposal. The plan requires declaration of whether the vendor will self-perform or subcontract work, identification of all subcontracting opportunities with NIGP codes, and demonstration of good faith effort to recruit Texas-certified VetHUB (Veteran Heroes United in Business) vendors—including notification to at least two VetHUBs with minimum seven business days for response. The subcontracting plan becomes part of the contract; failure to comply may result in enforcement remedies up to debarment.
The scope encompasses a SaaS platform with functional requirements documented in a Requirements Traceability Matrix linked to HB 2 statutory obligations and stakeholder specifications. The system must support multiple concurrent users across numerous school districts, provide detailed data collection workflows and reporting capabilities, integrate with existing Texas education databases, and maintain comprehensive information security including encryption at rest and in motion, multi-factor authentication, and endpoint detection and response technology compliant with NIST or ISO 27000 series standards.
All student personally identifiable information and confidential data must be processed solely within the United States. The contractor assumes full indemnification for intellectual property claims, general liability, security breaches, and must notify TEA within 24 hours of any breach. Personnel assignments and key personnel changes require pre-approval from the TEA Contract Manager. Monthly Progress Assessment Reports documenting subcontractor payments and compliance activities are mandatory. Records must be retained for seven years following contract expiration. The contract is subject to termination without penalty based on legislative changes or appropriation limitations. Pricing terms, contract duration, and renewal options are to be negotiated during proposal evaluation.
