Scope includes architectural studies, engineering reviews, plans and specifications development in accordance with relevant codes, regulatory agency coordination, permitting on behalf of the Lottery, interior design, furniture reconfiguration, as-built documentation updates, and construction administration across mixed-use commercial office and warehouse facilities in Sacramento County, San Francisco, and other statewide locations. Work will be delivered through Design-Bid-Build, Integrated Project Delivery, and other methods as determined by task order. Contract term is five consecutive years with Lottery options to extend for two additional one-year periods. No guaranteed minimum hours or payment are committed. Pricing is submitted on fully burdened hourly rates inclusive of labor, fringe benefits, taxes, insurance, overhead, and profit, plus fixed-cost services and reimbursable expenses (travel to Southern California locations at California Department of Human Resources approved rates, outside technical assistance, subconsultant fees at direct cost plus maximum 5% markup, and regulatory permitting fees). Written questions were due October 12, 2026. Finalist interviews are scheduled November 30 through December 11, 2026, with notice of intent to award on January 4, 2027 and projected contract start April 2027. SOQs become Lottery property subject to public disclosure under the California Public Records Act, and all submissions constitute irrevocable offers valid for 180 days.
